Dedicated IPs

I am wondering if it is possible for a me to set up a user with
a dedicated IP in radius (radius 2.0) and then for him to be able to
log into any terminal server on my network and still route? Is ther
a setting such as Framed-Route that can do? All ideas are welcome I
am stumped on this one.
