Sounds like SLIRP and TIA.

I used to use SLIRP, and I know people who used TIA. TIA is "The Internet
Adaptor". I forget what/if SLIRP stood for.

They would run as programs on shell, and provide a pseudo PPP interface.

We used to use it in college since the campus refused to allow PPP access.
Of course, it was against the rules. But hey, it was college.
