The current Radius does not support that only will limit the number of B
channels in a MLPPP session. Radius ABM will support this when it is
released and one other radius server out right now does. You can check the
archives for more info on this as it's been beat to death before.

Add them to a group and use the group as a check item. Have multiple
defaults and have a filter on one of them that matches the group your mail
only people are in. There are some examples of this is in the ML archive
also.
