If you look at the delays the stop is arriving before the start. What
hardware are you running this on and what else is running on it? I've yet
to see duplicate entries like that with RadiusNT (Lucent). Also I've found
that RadiusNT is much faster if it is NOT running on the PDC if verifying
agenst the NT user database.
