There is a version of radius specifically designed to handle remote
as well as local authentication/accounting. It's called R-home radius. Its
latest version is v1.1.8 and it is available at http://www.auidea.org/. It
uses email addresses as usernames and RSA encryption to secure
transactions end-end.

If what you mean by attribute is 'grouping' of certain users to
authenticate remotely and certain users to authenticate only locally, the
answer is no. This may be an implementation in the future, but for now you
would set up a virtual domain to separate the two.
