I use a simple, no-password RADIUS entry like this:
# UUCP login
uucp Password = ""
User-Service-Type = Login-User,
Login-Service = TCP-Clear,
Login-Port = 540
This will connect them to the server on the uucp port. Authentication
is handled through uucico, which in inetd.
The user's script is something like this:
# Portmaster phase
EXPECT ogin:
SEND uucp\r
EXPECT word:
SEND \r
# uucico phase
EXPECT ogin:
SEND mylogin
EXPECT word:
SEND mypass
