Filter Question

I have a portmaster 2er/30 which is hooked to my ethernet which hooks to my
main server and router.

I have a few newbie questions on filters.

Does one need to add / user ip filters on my dial-up modem ports ? or does
one need the filters on the ethernet port of the portmaster ????

If one needs these filters what should they contain ?? (I told you it was a
newbie question.)

Last but not least can I offer a dial-up ppp account but limit the users
access to only POP Mail ? ie use a filter to ban all ftp, http, telnet etc.
port calls ???

What would that filter look like and where would I attach it "user or port".
