There was some disagreement on this list a few months back about this. My
answer is:

none.

Short tip to ring, no resistance necessary. I have been doing that for
close to 2 years, and have probably busied 1000+ lines this way, with no
trouble. All our NYNEX contacts know that's what we do, and none have
mentioned any problems with it.

Take a standard RJ-11 end (4 conductor, width dependent upon your needs,
we need 6w). Short the 2 middle leads with a piece of wire, and crimp it.
Voila, a busy-plug.
