There can be two problems:

a) Manufacturer
b) configuration

Some phone companies (like PacBell) may have some funny requirements in terms
of T1 entrances, and my mux-demux your lines twice. A telecom company in
the LA area is using NewBridge Channelbanks, and between either the bank,
the phone companies configuration, or both combined, they cannot get higher
than a 21k connect.

Be careful. Be very careful.
