The Merit version of RADIUS (currently 2.3) compiles, links and
runs under BSDi 2.0 (when you link with -lcompat and comment out
the makefile rules for the rlmadmin utility -- fixes due out soon)
just fine. All the byte ordering problems are fixed. You can get
the Merit 2.3 version of RADIUS at:

ftp://ftp.merit.edu/radius/releases/radius.2.3.tar.gz (or *.Z)

BTW there are lots of other neat features therein... problems to me!
