Routing problem with Static address

I'm having a problem whereby when I attempt to ping or traceroute to a
host on a statically assigned port on the PortMaster from our local net the
host cannot be found neither by IP Address nor Hostname. The same host is
reachable, however, from everyware else on the Internet.

Other hosts which are connected to Dynamically assigned ports do respond to
ping and traceroute.

RIP is currently "on" for both the PM and our IRX Router.

Are there differences in the way ARPs are performed for Statically and
Dynamically assigned addresses? If so how do I configure the PM to perform
a Proxy Arp for the Statically assigned ports?

Other info:

When I did a ping to various hosts *from the PortMaster* these were the
results:

Command> ping 204.235.81.40 (this is a host on a static address)
204.235.81.40 is alive
Command> ping 204.235.81.1 (this is the router)
204.235.81.1 is alive
Command> ping 198.70.156.2 (this is my DNS box)
198.70.156.2 is alive

When I did a ping *from the Router* these were the results:

Command> ping 204.235.81.40 (static address)
No answer from 204.235.81.40
Command> ping user20 (dynamic address)
user20 (204.235.81.80) is alive
Command> ping homer (DNS machines)
homer (204.235.81.2) is alive

The Livingston Router (204.235.81.1) was unable to find IP Address
"204.235.81.40", the address for "cyborganyc.cyborganic.com". It may well
be the Router that needs to be configured differently and not the
PortMaster?

Any ideas?
