DTR drop out

I was wondering if anyone knows just how long does DTR drop when the port is
logged out. As far as I can tell it looks to be only 2-3 seconds. I am also
wondering if there is a way to adjust that timer. I was also looking to see if
there are any telnet timers that are adjustable.
