Yes, this *always* means there's a flow control problem and it *always*
means the modem on the PortMaster has said "stop sending data". The
PortMaster happily complies, and, not having receive a "start again, I'm
ready" message with in (I believe) a 2 minute time frame it flushes the
packet queue in the interface.
