User logs out.
We drop DTR.
We hold DTR low for UP TO 10 SECONDS.
We wait to see Carrier drop from the modem.
If carrier drops we hold it low .5 seconds more and bring it back high.
If carrier doesn't drop after 10 seconds we do it anyway and assume the
modem is wedged.
So if the modem doesn't reset with DTR held low up to 10 seconds, the
modem is most likely ill.
