Their computer isn't receiving fast enough.. we have had this same
problem on our 28.8 dedicated lines to people running under Windows, or
UNIX with slow IO boards.. Our solution has been to turn the port speed
down to 57.6k.. it solves the problem without a noticable performance
downgrade..
