If you hack Radius, yes. The port number is included in the packet send
to authentification. You could hack radius so that it keeps that port number,
adds it to a starting value, and then feeds it as Framed-Address - and, of
course, an entry for Framed-Address in the users table should take
precedence.

Yes it could be done by a decent C coder - at least I see no pitfalls.
