I had this problem, but found out the batch of users had somehow found
the ppp pap/chap authorisation in their tcp/ip software and put their login
name and passwd in it. Of course, since we use RADIUS, they would almost
get connected (we showCONNECTING, they showed 'NEGOTIATING', although
some claimed to have actually been authenticated) then drop.
