slow ftp speeds

Hello all. We are having severe problems with the ftp throughput on a
couple of our pop sites. We have a T-1 point to point upstream to our
provider connected to our ACC Amazon router, and then one 56K frame that
goes to an IRX. This IRX is connected to a PM-2e on the first pop, and also
connected to another 56k frame (and a PM-2er) at our second pop. Web
transfers from both pops and everything else seem to always go at good rates,
but once people start ftp'ing large files (possibly due to the large
packet size of many ftp transfers?), the throughput slows to a crawl,
sometimes even stopping temporarily (usually it's right around .2 or
.3k/sec on a 28.8k modem). We've tested it enough to know that it's not
simply a bogged down server that we and the users are downloading from,
and I'm not really sure where else to look off the top of my head. Any
help would be greatly appreciated!
