Going to "Lusername" is possible, but we have other reasons to jump to
the suffix notation. Most notable is the ability to accept uppercase
usernames in the future. Using "." as a delimiter allows this.
The "ignoring SCP" step is temporary, to allow the thousands of users time
to migrate. After x months, we'll pull the SCP code completely.

As would I for my changes. Realize that this is really hacked, with ndbm
patches applied for *BSD. No changes were made to the non-DBM code in
users.c
