Yes, in order to offer shell accounts you need to have a UNIX machine...
you then give those customers who want shell access accounts on that
machine, and set their radius entry to send them to that host instead of
starting PPP/SLIP.

Either that, or you could set up a filter for those e-mail only users
that allows traffic to the pop3 and smtp ports on one machine to pass,
allows traffic to your nameserver to pass, and denies everything else.
In this way they could use their mail reader to get their mail, but it
keeps them off the net.
