Strange connection problems, is this the switch?

We have a customer who is having some strange problems, and I'm leaning
towards it being a problem with the switch...

He was down at his father's house, dialing back to our NOC. From his
fathers house in a reasonably sized city, he can get in fine (he's using
a Megahertz 14.4 PCMCIA). From his dad's office in a tiny little city,
his modem will never finish negotiating with ours, they just end up dieing.

Bell says the line is fine, and they use a fax on the same line without
any trouble (slower baud?). Here is the strange part: he tried dialing in
using a vt100 terminal emulator, and he connected fine, but he cannot
connect when using trumpet!

Has anyone seen anything at all like this!? I'm about to call the RBOC
down there and ask if they're still using mechanical switches, this is
insane!
