Does slow Sun prevent Radius authentication?

I am running a PM-2eR (ComOS 3.3.1) and RADIUS v1.latest on a
Sparc20/Solaris 2.5. Last week my full backup was delayed and
completed during normal businees hours. It appears that no users
were able to authenticate while the backup was active. My USERS
file is simply:
DEFAULT Password = "UNIX"
User-Service-Type = Framed-User,
Idle-Timeout = 900,
Framed-Protocol = PPP,
Framed-Address = 255.255.255.254,
Framed-Netmask = 255.255.255.0,
Framed-Routing = None,
Framed-Compression = Van-Jacobsen-TCP-IP,
Framed-MTU = 1500

I assume that the backup slowed down RADIUS' response to the
Portmaster and the PM just gave up. Is this true? If so, is there a
way to increase the PM's wait time to allow for situations like this?
