Is it possible to have an entry in raddb/users that specifies a telnet user
that has no password?

What i'd like to do is have a user entry called "shell" that just telnets
to the machine I use for shell logins.. but I don't want a password for it.
I've got it configured with Password="" and it asks for a password, but
just hitting enter lets you in.. but I don't want that.
