All of our accounts can use PPP, SLIP, and shell using service prefixes.
I've also munged radiusd to figure out if the user is trying to start PPP
using PAP, and if they don't have a service prefix, start PPP anyway.

This allows users to ignore service prefixes and use PAP logins, which
{Mac,Free}PPP, Trumpet, and Win95 all support.

I haven't really announced this to our users, but it should kill all the
tech support calls for people who forgot to add their prefix.

The next time tech-support reprints all of the doccumentation, they will
remove all references to service prefixes, and doccument PAP logins etc.

Anyhow, it all works fine for me. I only wish I had done this a few
months ago.
