V.120 mode Bitsurfr delays 40s before disconnect

Portmaster experts - ever seen anything like this?

I'm trying to establish a dialup ip connection to our ISP. Our Telebit
Netblazer-LS2PT is attached to a bitsurfr (TA210), and we're calling in to
our ISP's Livingston Portmaster. My problem is that the call waits 40
seconds before disconnecting using v.120 mode.

The bitsurfr is set to call in V.120 mode. I can connect, login, and ppp
starts fine, BUT, I can't hangup the line. The bitsurfr is set &D2, the
Netblazer drops DTR, but the call stays connected for exactly 40 more
seconds, then disconnects. I get the same results using a terminal program
directly connected to the Bitsurfr. Either ATH or dropping DTR produces a 40
second delay before carrier is dropped. If I drop DTR, reapply DTR, then
drop DTR again, the line disconnects immediately following the 2nd DTR drop.
We only use one B channel, but I thought this might have something to do
with hanging up both channels.

The Netblazer can't deal with the above 40 second delay, and my ISP can't
find anything wrong or any settings that would cause the delay. Motorola
tested the ISP's number with their equipment and got the same result.
Bell-Atlantic says their stuff is OK. I'm stumped. V.120 mode works fine to
other ISDN #'s for us.

Can anyone explain how this could happen?
