IRX can't ping or telnet

I have an IRX-111 that is working well except for two things: it can't seem
to receive ICMP replies when it pings, nor can it telnet anywhere. Despite
this, it works perfectly well routing pings and telnet session that don't
originate on itself. Also, it replies to pings and can be telnetted to. At
present I have no filters on it. ComOS version is 3.2.1R.
