No... The *user table* does, but the PM does not. So if the PM is just
calling RADIUS there is no local limit. The only limit is when you put the
users in the local users table. And we have no plans to change that since
RADIUS is the proper solution to user managment anyway. Many, many sites
are using PMs right now with usernames over 8 charactes long.
