No, people have claimed both sides of that one. Some claim 3.3.1 fixed
everything, others claim it started when the upgraded.
But the 3.3.1c1 release for PM-2s and the PM-3.3.2b3 release for both
PM-2 and PM-25 do provide a lot more debugging info.

Note that 3.3.2 is *BETA* only. It is available for both PM2s and PM25s.

Yes, some cases I've worked with just stopped having a problem. I suspect
the telco in such cases since the user has done nothing. Remember the
telco can do jsut about anything that want to your circuit and have no
requirement to tell you about it - change routing, switches, etc.
