I wondered this also but since none of the entries in the tables for the
modems that I use worked right it didn't bother me enough to ask.

> add modem p-mtrla-pwr "Motorola Power 14.4 PCMCIA" 57600 system "AT&FS0=1&T5&D3&W^OK"
> add modem p-mtrla-lfstyle "Motorola Lifestyle 14.4 PCMCIA" 57600 system "AT&FS0=1&C1&D3\Q3&T5&W^OK"

All the above entries share one error in common. They are all missing
the \r before the ^OK and so will not work.
