Here is the answer I got from Hayes about the &D2/&D3 issue.

" When &D3 is used, the modem does a hard reset when DTR is cycled. All the
RS232 signals go high momentarily, this is enough to confuse the Livington
Portmaster and cause a problem when using the CENTURY (8 port). With
CENTURY 2, the signal 'cycling' is done just a little quicker, fast enough
to avoid the problems you were seeing. CENTURY 2 and CENTURY are
substantially different products, and there have been no upgrades to the
CENTURY (8 port) product. With the 8 port version, &D2 will still need to
be used in your environment."
