PM2E30/BR5 delays hangup using v.120

I'm using a Bitsurfr+ in v.120 mode to call into my ISP's PM2E30 ISDN-BR5
adapter card. The Bitsurfr is set to hangup when DTR drops (&D2). When DTR
drops on the bitsurfr the CS light blinks and 40 seconds later, the call
finally disconnects. If I toggle DTR TWICE, the call will disconnect
immediately after DTR drops the 2nd time! v.120 hangs up normally going into
another bitsurfr (not at the ISP).

Anyone ever seen this before? What could possibly be preventing the call
from immediately disconnecting? I've tried everything I can think of on the
Bitsurfr end.
