Dialout locations don't work for ISDN.

I am unable to get a dial-out location to work with
ISDN, 5-BRI card, under ComOS 3.3.1 or 3.3.1c1. I get the following
message:

No dial script available for foo

And debug 0x51 also shows:

dialsend: Invalid length dial string 0

However, when I change the dialgroups on the ports so that an
analog port tries to dial, it works.

The confusing part is that I once had this working, but that config
got wiped.
