High ethernet collision rate on OR-U

We are experiencing a bizarre problem on an OR-U. The LAN at the site
consists of the OR-U, and RS/6000, and a small 10BaseT hub. When someone
tries to transfer large files via FTP to the RS/6000, the transfers hang
every 300,000 to 500,000 bytes. When that happens, the RS/6000 does not
respond to pings. However, if anyone pings the OR-U's ethernet address,
thing suddenly work again.

The RS/6000 does not report any problems on its ethernet interface, but the
OR-U shows a high number of collisions and resets:

Right now, the people working on the RS/6000 have resorted to constantly
pinging the OR-U to keep the link going. Any thoughts would be appreciated!
