Ah, this _really_ sounds like flow control ...

Ah-Hah! FLOW CONTROL! Ensure that the PortMaster and the modems agree
that RTS/CTS (hardware) flow control is in use. You'll find, when you
look, that either such is not the case, or you have bagged modems. More
likely the former, as the latter would result in all kinds of wierd stuff.
