Continious Dial-Out Connection question

I have a PM-2E-30 used for PPP users and would like to configure one of the
ports to dial-out to a specific location to a 28.8 network connection. I am
running Radius and would like to give this location an assigned IP.

What's the best way to do this considering the following things.
#1 THe Phone line hunt group comming into the PM-2E-30 are incoming lines only.
I would like to only make one line outgoing and incoming
#2 The user wants an assigned IP
#3 The connection has to be continious.
