Digest mismatch????

I just swapped out one PM-2eR for another. I loaded the ComOS,
then the saved configuration with pminstall. It allows logins
as !root and users listed in its internal table, but it's not
authenticating users. Instead, when I "set console", I see a lot
of "pw_recv:Digest mismatch" errors! I've reset the secret, and the
RADIUS servers, and restarted the radiusd process on the server.
It's still not letting people in. What gives???
