POP problems and slowness/dead ftp?

Here's the setup: Livingston PM20ER, Cardinal 28.8 mdoems and Linux
I have the Livingston using Load Balancing to get a feed over 4 28.8
modems...(poor-man's fractional T1)
I have dialins coming in to use this. A handful of people have not been able to
POP in to check their mail....I've switched to popper for the process and
it will just eventually timeout after saying downloading 1 of x from any
mail package, any dialer, etc. Is there any help in tracking this one down?

Any ideas?

Also, thru this process some people...seems to be more and more are
having problems ftping large files...will get thru 300K or so and then just
start dying on them....

Any help would be appreciated...I know this is a little vague but if
you have any ideas please let me know
