no carrier on B2 channel 5bri

Hi, all,

We are setting up 5bri on pm2e20 (ComOS 3.3.1) and are able to use a
BitSurfr from a PC to dial in and connected on the B1 channel of each BRI.
But, when dial into the B2 channel phone number directly, it got "No
carrier".

Are we missing something in the setup or is this telco problem?
