It's supposed to do this.

It will keep assigning the next available address until it gets to the
end of the assigned block, and then will go back to the beginning of the
pool.
Part of the reason this is done is so if someone gets disconnected, and
calls right back without exiting something like Trumpet, they can get the
same IP address again. If the address is available, the PM will give it
to them, otherwise they get the next address ion the pool like normal.
