And they won't - network settings have nothing to do with login users.
Doesn't matter how you set these for a dialback LOGIN user.

Nothing to do with it, dialback didn't change and it still works fine in
3.3.1

Obviously something isn't right in this setup, I'd open a support call
so someone can work on this with you.
