I believe the confusion here is due to the lack of qualification of which
RADIUS server we're talking about.

MZ is correct, of course, about Livingston RADIUS.

shaggenbunsenburner is correct about the behavior of ESVA RADIUS. In ESVA
RADIUS, the DEFAULT user has been redefined to set the defaults for users
following it in the users file. The UNLISTED user takes the place of
Livingston's DEFAULT user.
