Wierd Problem

I followed some simple instructions that I obtained from solunet
(one of the resellers of portmasters) to config my pm2e-30.
I followed it to the letter, but now I am getting a wierd problem.
I have 4 usr sportsters connected and a supra 2.88 connected to
the portmaster. I hooked them all up to the phone lines and
began to test each using a regular phone at first to make sure the
phone lines were working correctly and the modems were picking up.
This is where the wierd part comes in. When I call the phone lines
and I have the volume turned up on the sportsters, The phone I am
calling from begins to make the "ringing the other party sound",
after the phone has rung once a sportster will begin to make
the initiation sounds over the modem speaker, but it does not
pick up the phone line and transmit over the phone. The phone I am
calling from continues to ring the modem like the modem never heard
it but the sportster heard it, its just not picking up the line
and responding to it. I tested the phone lines with normal phones
So I know it is not a problem with the lines or the phone company.
I am wondering has anyone else ever seen this problem and know what I
should do to fix it? I am really lost here.. Please help:)

The init string I gave the modem was: at &f1 s0=1 s19=10 &w
