It's really not a patch for 3.3.1c1 as much as a few lines you can just
append to the end (cat newstuff >> dictionary). They don't have a
dictionary online with all of the attributes that I've seen, so if you
want the latest and greatest, grab the RADIUS that's on the ftp server,
and then append the 3.3.1c1 dictionary attributes to the end of it.
Presto chango, you have the complete thing.
