Limiting access

I have multiple portmasters (don't we all), I would like to limit which
users can login to which portmasters. I only need to seperate the users
into two groups, where one group can log into one set of portmasters, and
the other group can only log onto the other set of portmasters. I only
use livingston radius, and it is hacked to the point I cannot switch to
another version. If you have any nifty ideas, please let me know.
(assigning them all static ip addresses and then handeling it in routing
tables was one idea, but not practical).
