Would you happen to be using a Sparc Station? Running Solaris 2.5??? (or a
PC running x86 solaris 2.5)

If so then it is Solaris. A Quick fix to this is

---
/usr/sbin/ndd -set /dev/tcp tcp_rexmit_interval_min 3000
/usr/sbin/ndd -set /dev/tcp tcp_rexmit_interval_initial 3000
---

If you are running Solaris then those commands will fix it. And if this is the case and you would like more info about this bug e-mail me back...
