This is normal, believe it or not. In Calgary around the '88 Olympics,
NO telco engineering was permitted for quite a while before the Games
started. Same for Kamloops (British Columbia) for the '93 Canada Summer
Games, and for a full day before any provincial election in an area with
computers used to tally results (at least in Kamloops, again). Go
figure. I guess they don't want to take the risk of screwing something
up and not finding out about it until it's really REALLY needed for the
Games.
