Radius makes it pretty easy.

Maybe someone can enlighten me here, but I've never heard of any phone
company providing dedicated ISDN without dialtone. I always thought that
was part of the nature of the beast. Even so, I've found it to be very
useful for psuedo-dedicated connections. Just set one box to auto-answer
and the other to stay connected full-time. Livingston PMs and ORs and
Ascend Pipelines do fine.
