Exactly. The ESVA solution does not scale. And Merits, while better,
we don't consider to be a fully satisfactory solution. This has been a
hot topic within the IETF RADIUS group, a standing suggestion has been to
form a seperate working group specifically to develop a solution to this
problem. It is a very complex issue when you look beyond you own network.
A good solution needs to scale from the tiny ISPs to the national providers,
right along with RADIUS itself.

It is a very knotty distributed database problem at heart.
