Mulitech ranks, more than any other I've seen, generate spurious interrupts.
If you see these being logged on you portmaster or on the console, that is
the problem. Unfortunately it is possible for them to generate enought
spurious interrupts for it to cause the PM to slow WAY down, but just shy
of enough to trigger the error handling to clear it.

Of course I can't be sure it is the MTs - but you've replaced the PM and my
experience is that when a MT rack is invovled, 95%+ of the time that is
where the problem is coming from.

Sounds like spurious interrupt behavior. Rebooting will reset the ports,
which would stop the modem rack from doing the interrupts - for a while.
