Your logic is flawed. In order to institute the policy fix, you also have
to make a technological fix, that being a viable billing system. Given
that many ISP's are not set up for hourly billing, this can be a pain in
the butt. Some would rather not have to deal with the issue at all.
Relax, take a pill, everyone knows that Livingston is going to be working
on it at some point... I think the "Livingston doesn't care" attitude is
a little silly too...
